My computer does not shut down (windows 7)?

I have recently purchased a new computer. It is a HP and has windows 7 installed. Last night I went to shut down the computer only to find after I clicked shut down and it ran through the shut down it would then power up again. It is more like it is rebooting. Is this a windows 7 thing? My previous computer had xp
