Should this monkey testing lab be shut down?

In school I am writing a letter saying whether a lab testing monkeys for cures on brain disease go on. The government allowed the research to go on but there were a load of protesters therefor it wasn't opened because of the costs of property damage from the protesters. Can you give as many points you can? They don't need to be detailed I will expand on them myself.
