Can i reboot a computer from a spare hard drive?

My computer has a missing hal message. it seems like the only way to fix this is if i restart my laptop and use the reboot disk. but my disk drive dont work so, can i possibly use a seperate disk drive that connects via usb to fix this???? Please help asap i need my laptop fixed
