It means that she isn't ready for a relationship yet, because of her past lovers, which made her heart - broken. So I don't think she's rejecting you, she's telling you to wait for her! If you really love/like her, then you wouldn't mind how long you have to wait right? I bet you, if you wait a bit longer, and be with her and be her friend, she will be ready to be in a relationship with you anytime! ^^
