Labor laws! Are you liable for broken work equipment on the job?

My boss thinks that if anything breaks on the job it is because of negligence and therefor gives me a bill for the broken item! I don't think this is legal! I went on line to find the Labor Laws regarding this policy but found nothing! I need hard evidence (Government Site) showing this issue! Can anyone relate or help me?
