How long does it take before you can move from the dorms to an off-base apartment at Ft Meade?

I am an Air Force E-3 about to graduate tech school and will PCS to Ft Meade (29th Intel Sq) in January. My question is how long will it take before I can move out of the dorms and into an apartment off base? I am not married, engaged, nor do I have dependents. Also, what are the dorms like, not in terms of partying, but more or less layout/how many per room? I have never received paperwork or disciplinary action while in tech school and I also have a Bachelors degree. Would this affect the process? Any help would be much appreciated!
